Excel graphs change when pasted into Publisher - Metafiles change?

Can someone explain why different versions of Excel and Publisher produce
vastly different results when cutting and pasting graphs from Excel into
Publisher?

I started using Publisher and Excel way back when (80's) and have purchased
virtually all the upgrades since and I've downloaded the 2010 Office Beta.

I've still using Publisher 2000 with Excel 2003 to produce my newsletters
because other newer versions produce unacceptable results when I cut and
paste an Excel graph into Publisher.

Evidently metafile graphics produced in cut and paste operations are handled
differently by different versions of Office.

The combination of Publisher 2000 and Excel 2003 allows me to cut and paste
an Excel graph into an existing Publisher document; replacing the existing
graph, while maintaining the size of the original graph along with its Border
Art frame. I use the paste-picture option, which I believe results in pasting
in a Windows metafile graphic.

New versions produce different results when I chose paste metafile, or
enhanced metafile. The paste results generally change the size of the graph
and Border Art frame, which is unacceptable, because it requires me to adjust
and re-size 20-30 graphs per newsletter.

Should I be doing something different with the newer versions? I would like
to use the new programs, but resizing each replaced graph is too time
consuming.

Any suggestions greatly appreciated.
