Is there a text counterpart to the SUMIF function? Something like a
concatenate if? I have a table of data and based upon various numeric values
in the data array I would like to concatenate various text strings associated
with each of the numeric values...

You can build your own. Something like:
If(A1>45,A2&B2&C2,"")
