Excel files won't open unless I open Excel first. Why?

My Excel files won't open unless I open Excel first. I've unistalled,
reinstalled both Office Pro w/Publisher '02 and Office Basic '03. Right now I
have '03 installed. Once I have excel open then load any one .XLS file I can
open all, but not until I have opened one. If I just open Excel, no luck.

I've tried the following:

file types and extensions: ok
re-register: can't use full path but I can use excel.exe /regserver just
fine from Run command
 
Try

Tools>Options>General and un-check ignore other applications
