"CSV" = "C"omma"S"eparated"V"alues.
Means that it's a text file that has fields separated by commas (called
"delimiters"). This is how Excel "knows" how to load a text file. It
splits out the values between commas and puts them into separate cells.
If, when you save an Excel spreadsheet using "Save As", you select
"CSV(comma delimited)(*.csv)" it will create the file in the foregoing
format.
Note that all formatting is lost as it becomes a pure text file.
Perhaps this is what you mean with "...changes...not always saved"?
