is there any way to create a zigzag in the y axis
representing a jump in y axis values?

I have data points that start at 50 and go to 100 but I'd
like the minimum of the y-axis of the graph to start at
zero, "jump" to 40 and then go up in increments of 10
thereafter. I thought I had seen it before in an excel
chart, but I cannot find the option within the menus.

any thoughts?

I don't know how to do what you ask for, but as an alternate possibility,
you can make a 2nd chart that acts as a sort of "zoom chart". This would let
you look at the area on the Y axis above 40 and below 100 with a smaller
increment and allow you to see things in a more "macro" fashion (I'm not
using macro in the programming sense here). I've done this for clients with
great results.
