Excel and Pocket PC does it have any interface?

Does pocket PC Excel has programmable interface? such as add-ins , sheet
object, etc..?

Pocket Excel lacks VBA, but I don't know whether one can create Add-ins
using other methods, nor whether any exist.

You could try a (Google) search including "Windows CE" in the keywords,
since that is the operating system it runs under.
