Excel 2003 & Fixed Decimal Places

In Excel 2003 Tools>Options>Edit>Fixed Decimal Places is set at 2 but values
entered in a cell are displayed differently from earlier versions:

Cell Entry Displayed in 2003 Displayed in Excel XP
175 1.75 1.75
175. 1.75 175.00
175.0 175.00 175.00

It now seems necessary to enter a zero after the decimal point for the
number to show up correctly as a whole number and its leading to many
mistakes in data entry and becoming extremely annoying as I have become used
to simply entering a decimal point to get a whole number.

Is there any way of changing this to "normal"?

This problem is killing me! The help screens in Excel 2003 still list
decimal point as a work-around. Does anyone have any suggestions?

You're not the only one who doesn't like the change.

If you want to suggest something to Microsoft.

Include Excel in your subject so that it gets to the correct group.
