I would like to know how to figure out a percent of two
different cells. I have a spreadsheet that has an old
cost and a new cost in the third column I want to be able
to see the percent change from old to new.

It depends on how you want to express the change.
Ex. Cell B1 contains $400 (the old cost)
Cell B2 contains $500 (the new cost)

In cell C1
=(B2-B1)/B1 (formatted as a percentage)
gives 25% (or new value is 25% higher than the old value)

=B2/B1 (f as %)
gives 125% (or new value is 125% of the old value)

=(B1-B2)/B2 (f as %)
gives -20% (or old value is 20% lower than new value)

=B1/B2 (f as %)
gives 80% (or old value is 80% of the new value)
