A good place to start would be to check a couple of things that excel uses
on start-up. I have the following information that should help you start
sorting it out.

This applies to the latest version of Excel. Basically, what we want to do
is check that nothing else is impacting on Excel. Like apps that interface
with Excel that you have installed on the system. Sometimes this is without
your knowledge unless you read the install notes carefully. It has a link to
how to do this in the previous version of Excel.
Also, if you Norton's as your AV software, you might want to do the

I have found the the AV plugin really does do some crazy stuff to Office
apps that aren't listed in the symptoms section. So if you disable the
plugin and the issue is resolved, it the AV software causing the issue and
either update and test or disable it longterm.
Also, you could search for *.xlb and move these to a temp folder:
