I wanted to confirm the following: On a home (private) network using a
common workgroup for multiple PCs, if a folder is shared to Everyone, only
PCs in the home will be able to access the files. Access via the internet
will be prevented either via the firewall or the fact that the Everyone group
only refers to users on the private network.

I originally wanted to share a folder to a specific account on another PC,
but in the advanced sharing options, it would not let me change the
'Location' it searched for an account, even though Network Discovery was on.

Thanks in advance for responses.

Everyone could be any one who can access your computer, private or public if
no firewall or firewall doesn't block them. It is better to create and
assign each user who needs to access your computer instead of everyone. Or
this post may help.
