My PC is freezing up on start up with no cursor visible. The event ID shows:

The USB Flatbed Scanner service failed to start due to the following error:
The service cannot be started, either because it is disabled or because it
has no enabled devices associated with it.

I have recently used my scanner on the PC for the first time, but then
removed it. Is there any way of preventing this error, other than presumably
removing the Scanner software?
 
You could remove the software, just to see if that does the trick, but what
I'd first do is uninstall it from device manager, reboot and see if it self
corrects. If it doesn't, then check the manufacturers site for firmware and
driver updates. Have you used the scanner before with no problems or is
this a first time issue?

I've used the scanner a few times recently for the first time with this PC.
When I've finished I've unplugged the scanner to put it away.

Am I going to have to install and uninstall everytime I want to use it, If I
don't want to keep it permanently connected?

The reason I haven't removed it from the device manager, is I can't find it
there.
 
You are getting the error because you unplugged the scanner and as Windows
starts it expects to see the scanner but can't find it. Strange for it to
lock up the computer. Start by plugging the scanner back in and rebooting.
If the computer starts try leaving the usb cable in but unplug the electric
plug from the wall socket if it has one. Reboot and see if you still have
the problem.

Go to the scanner manufacturer and see if there are updated drivers. Windows
shouldn't freeze up after unplugging the scanner. If nothing else seems to
work you can try disabling 'Windows Image Acquisition' (WIA) service in
computer management services. Change the startup type to disabled to start
with and reboot. If all works you can change it to manual where it should
only start if needed.
 
It sounds like that a Service Component was added when you installed your
software.

1. Open Administrative Tools | Services
2. Locate a Service associated with your Scanner (this should have been
indicated on your Error message in Event Viewer under the Source field)
3. When you don't want the service, set the Status to Disabled or Manual.

If this is a software driver that was installed when you plugged in the USB
device the first time, you may want to check the web-site for the company
that makes your Scanner, to see if there are any driver updates. Microsoft
Update will not normally keep these drivers up-to-date. You have to do that
manually.

Can you say what Manufacturer of your scanner is?
Has anything been added to the
HKLM\Software\Microsoft\Windows\CurrentVersion\Run key?
Has anything been added to the
HKCU\Software\Microsoft\Windows\CurrentVersion\Run key?
Has anything been added to the Startup Folders?

You stated that when you reboot ... so I would check Services first and then
the Run (use msconfig for that). You can use msconfig for Services as well,
but it does not give you the information you need to track this problem.

Try re-connecting the scanner and see what happens. Test the response a few
times with the scanner connected and not connected.

If the problem occurs consistently with the scanner disconnected, but not
connected, you might contact the scanner manufacturer to see if there is an
update to the software. It sounds like a minor bug; it should close
gracefully if the scanner is disconnected, not produce error messages.

Otherwise, you might need to locate and disable the scanner services, and
re-enable them when you need to use the scanner. This, however, would be a
pain.

Not all scanners work this way. I use an inexpensive BENQ scanner and
connect it only when needed. The software never ever complains when the
scanner isn't plugged in on restart.

you may be looking for the 'scanner' when you should be looking for
'imaging devices' click on that and your scanner should be listed.
Also, when unplugging you should be using the 'safely remove hardware' tool,
located in your system tray, before you unplug.
