Event ID:61 and Win32 error code returned by printer processor: 3003(0xbbb)

Hi;
I have this erro message on a Windows 2000 server sp4.This
server is a member server on A.D. and the user cant print,
only members of admin group, if you give all the
privilages to normal users on that printer security, they
still cant print.
Here is the error

check the security on the spool directory default is
Winnt\system32\spool\printers
