Event ID 38 Terminal Service Licensing Issue

I am receiving the following error on one of my Terminal
Service Licensing servers.

Event ID: 38
Source: TermServLicensing
Description: Can't generate a license for client because
of error 'Can't add certificate to store, error c0010020.'

Has anyone had this issue before and if so how did you
fix it?

Does this error appear when you try to all TSCALs to your
license server or when clients try to request licenses
from the license server?

When clients try to request licenses or I try to view
this machine through the license manager. I also get
server status unknown so I can't deactivate and try to
reactivate it.

It almost sounds like your license database is corrupt
somehow. Could you remove TS Licensing and then reinstall
it?

If I do this will I have to call MS Clearinghouse to get
the licenses back?

Yes, unfortunately you will, although they should be able
to do this relatively quickly.
