I have one user who is not able to send a fax through the windows server 2003
fax that I have set up. If I add the user to the administrators group then,
they can successfully send a fax. If they are not in the administrators
group the following error shows up in the application log of the event viewer
on the windows 2003 server.

The fax was not submitted successfully because a connection could not be
made to the fax service.
The following error occurred: 5.
This error code indicates that cause of the error.

I think that this is some kind of rights issue since making the user an
administrator makes the problem go away, but is not a practical solution. I
have other users who can use the fax without being an administrator.
