I've just migrated my File & print server which is also a
TS Licensing server from NT4 domain to W2k3 domain.

However, after migrating I've got error 29 on this server
indicating that "Terminal Services Licensing can only be
run on Domain Controllers or Server in a Workgroup". I've
referred to KB277917 and it seems like TS Licensing needs
to be running in a workgroup or on DC.

My TS Licensing was neither running in a workgroup
environment nor on a DC previously. Why is this
happening and how do I solve it?
 
So the TS Licensing Server is running on a W2K server, that
previously was a member server in a NT 4.0 domain, and now is a
member server in a Windows 2003 domain, is that correct?

If so, then this is the expected behaviour.
A W2K LS *must* be running on a DC. The only exceptions to this rule
are:
* the LS is part of a workgroup
* the LS is member in a NT 4.0 domain.

Now that you have moved the LS into a 2003 domain, the LS *must* be
running on a DC. The easiest solution is probably to install TS
Licensing Server on a 2003 server and install the TS CALs on this
server.

NOTE: a 2003 LS does *not* have to be running on a DC anymore.
And a 2003 LS can handle both W2K and 2003 TS CALs. A W2K LS can only
handle W2K TS TS CALs.
 
OK, will try to install W2K3 TS Licensing server and see
whether the problem will be resolved.
