Event ID 115, Source W3SVC. The service could not bind instance 3.

I am getting the following error in the system log, Source
W3WVC, EventID 115:
The service could not bind instance 3. The data is in the
error code.
Also getting the same error but instance 4.

What is this referring to? Any suggestions? Windows 2000
system, machine running as server to a website that is
also serving up pages quite a bit slower than usual.

Any assistance would be greatly appreciated.
