Event ID 101 in IIS 5.0

I'm getting an ID 101 error in Event Viewer that the
server was unable to add a virtual root for the virtual
directory I'm trying to create for an FTP site. The error
further states the reason is Access Denied and the data is
the error code. Can anyone shed light on what this means?

I'm somewhat of an IIS novice.
