Windows cannot access the registry information at \\domain\sysvol\domain\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}\Machine\registry.pol with (13).

I can access this UNC through the network... The .pol is blank (empty)? I get the event in the applications log when trying to start SMTP VS in Exchange 2k. I have searched and read all event ID 1000 links but nothing found helps. The last "with (13) " is never mentioned....
