event id 1000 registry size to low

We constantly recieve the above error on a Windows 2000 Terminal Server with
SP4 and all recent win updates
..
The user is presented with the following dialogue box when they login:

"unable to logon, please increase your registry size."

If they then OK through this error they end up with another users desktop.

We have done the following in order to try and resolve this issue:

implemented uphclean
increased the registry size
deleted and re-created all profiles.

The issue is now even more severe as we cannot log anyone onto the terminal
server at all.

PLEASE HELP..............
 
Have you rebooted the server after increasing the registry size?
Changes to the RSL do not happen dynamically.
