Event being sent as e-mail not request

I have an end user that when he sends a calendar meeting event, instead of
being sent to everyones e-mail as an event that you can except/decline, it is
being sent as a normal e-mail. They said that it just starting happening
after we changed our Exchange server to 2007. Any help would be great.
 
That usually means the meeting request is losing the TNEF data. Is this
happening when its sent inside or outside the Exchange server?

I'm not sure. I think it is happening on both. Is there a way to check? Is
this due to his user account or outlook on the machine he is using.

After talking to the end user, this is happening on both inside and outside
the Exchange server. Does this mean that the user's acount is corrupt or is
it something that is controled on thier machine?

I have just found out that this is happening only when it is outside the
Exhange 2007 server. Is there a setting that needs changed?
