Event 4199 in MS Windows 2000

A pop-up appears 3-4 times per hour to warn me that my
system has detected an IP address conflict with another
system on the network and to consult the system event log.
The system log says that the system detected an address
conflict for my IP address with a system having a
different network hardware address. Network operations on
this system may be disrupted as a result.
The most precise information I've gathered on the net says
it appears (although it could be somthing else...I
wouldn't know) that this is either a rare manufacturing
mistake (excluded because I haven't added any hardware to
my system) or I made a mistake while using LAA (I don't
know what LAA is...).
I am told to resolve the problem I must locate the
duplicate MAC address and either replace the NIC or fix my
LAA setting.
I have no idea how to do this. Is this an ISP issue? Did
someone break into my system? Did I do something stupid
(I recently download codecs off the net)? Most important,
how can I fix this? Thank you for your help.
 
In the event error, you should be able to convert the hex to decimal to
figure out the error code.

Follow the steps in this article, and see if you find anything helpful.

Thanks for the suggestion, but the event error doesn't
list line 028 which, in the example given in the article,
is the line where the error code appears. In the event
log on my pc it only shows up to line 020 with a line of
zeros... Any other suggestion?
 
Are you sure about that? Don't you see a scrollbar on the righthandside when
you open that error?

I was assuming that 4319 or 4320 would be the error. If it is 4199, I'm not
sure since I don't get many hits on that error code and haven't seen it. Any
other information that would help?
