Event 1168 promoting domain controller in child domain

promoting a DC in remote site - dns name resolution and
netbios resolution work fine - used netdom to verify
channel - can do an sc_query to the domain - verified all
communications - DCPRMO log failure shows
"The RPC server is unavailable. "
dcpromoui t:0x584 01455 Exit State::GetFailureMessage
The operation failed because:

The Directory Service failed to create the server object
for CN=NTDS
Settings,CN=DUS0DC001,CN=Servers,CN=FRA,CN=Sites,CN=Config
uration,DC=Company,DC=com on server
fra0dc01.login.company.com. Please ensure
the network credentials provided have sufficient access
to add a replica. "The RPC server is unavailable. "

The account is a domain admin acct in the child domain as
well as the only child domain account in the enterprise
admins group.


the following error shows in the event log -

any ideas -
I can however promote dc's in other sites with no
problems - this is a fully routed wan environment.
 
Try join the server as a member server to the root domain, then login as
administrator (of the root domain) then Run DCPROMO and add it to your child
domain, that was just an idea.
