Is there a way without cold rebooting a win2K machine to bring
the ethernet adapter down and back up (as one can do in linux)?
Occasionally, my win2K machine just decides that it will no
longer even ping my router. Logging out/in doesn't help, I have
to restart the machine.

Oh - no spyware, adware or viruses findable.

In the Driver settings of the Nics you will notice that there are PowerSaver
features. You may want to disable them,...maybe the Nic is "hybernating" and
won't come out of it. In my opinion this was a worthless feature to add to
NICs and I always eliminate it if I get even just a little suspicious.
