On the XP machines on my network, the ethernet port LED
seems to be always on even when the machines are off. The
router also shows that the machines are active even
though they are off.Is this a function of XP? or have set
the network up wrongly? I do not have this problem with
the machines running WIN98

This is common.
It's not a problem.

Modern network cards support Wake-on-LAN, and to enable this to work, the
network card remains powered up in a low-power mode and remains in a link
state whilst the PC is on an 'off' state.
