Hello Debbie,
I still believe that the problem being is caused by a third party Browser
Helper Object. To identify the culprit, use Manage Add-ons. You can
normally access this by clicking on Tools and selecting "Manage Add-ons" in
Internet Explorer, but since IE will not open, you can open it a different
way.
1. Go to Start and select Run. Type "inetcpl.cpl" and click OK. This will
open the Internet Options control panel
2. Click on the Programs tab.
3. Click on the Manage Add-ons... button
I would recommend disabling all of the add-ons and seeing if IE will open.
If it does, start enabling each add-on one at a time and attempt to launch
IE. Remove the add-on that causes IE not to launch.

If that doesn't correct your issue, I would recommend following the steps
outlined in this article to repair Internet Explorer:

Hello Debbie,
Chances are that malware is causing you problem. I would recommend
installing Microsoft's free Windows AntiSpyware Beta from
