After installing the latest QFE's, I can no longer build a
good image. I'm getting a large number of file not found
errors during the build. For example, a file that is not
found is 328310_user32.dll (which is part of the Q824704
update). I have installed the Repository QFE that was
required. Any ideas?

Did you install the QFE below before you installed
Q827404? This is a recomended install...

Overview
This is the Windows XP Embedded with Service Pack 1 update
to address Knowledge Base Article Q811279.

This update addresses a potential problem when large
numbers of repositories are used that take advantage of
the fallback repository mechanism. This problem does not
occur with Windows XP Embedded with Service Pack 1 by
default, but could occur with new component updates.

I had the same problem and was not able to resolve the issue. I had to
build a new image from scratch.

Yes, I installed it back in March and have installed
several QFE since then w/o any problem.

There is a new version of Q824704 that solves this problem. The basic
problem was that Q824704 stepped on Q328310 and Q814078. You should
download and install the newer version of this QFE.
