Error with "wanted" pop-ups via IE6

For the past few weeks, any time a pop up appears on my pc (XP Home SP2) it
will not load the page it is supposed to. It will just sit there and think
about nothing forever. The linked web page does not even appear in the
address bar. The only way I can get it to function is to allow the popup,
hit stop (which stops the page from loading AND makes the address appear in
the address bar) then hit refresh. I had to do that to write this question!

And my question is, how do I resolve this? I am moderately literate in pc
lingo and advanced settings/features, so if there is a way to fix this w/o a
uninstall/reinstall of SP2, I can manage anything you throw at me.

Try the following and see if it works:

Disable any 3rd party popup blockers, such as Google, Yahoo, a firewall, or
the SP2 popup blocker:

XP has a lot of 'new features' built in and turned on by default:

The popup blocker that is installed with SP2 is simple to turn on and off
and is turned on by default. It shows down in the status bar of IE, and a
simple right click gives you the option to enable/disable the blocker. One
nice feature is that you can enable/disable popups for certain sites rather
than just arbitrarily enable or disable them for all sites.

IE>Tools>Internet Options>Privacy
UNcheck "Block Pop-Ups."
