My IIS server is both my webpage and exchange server. I
am certain that I have the fp server extensions
configured correctly (exp. mailserver is servername not
servername.mydomain.com). When I enter a local email
address (exp. (e-mail address removed)) I received the
email, but when I put in a different email address (exp.
(e-mail address removed)) I get the following error and no
email sent.

FrontPage Error.
User: please report details to this site's webmaster.

Webmaster: please see the server's application event log
for more details.

Thanks.

So, what does the server's application event log say?

Nothing abnormal is being logged in the application log
on the server.

In that case I can only guess, but you probbly need to configure
Exchange to permit forwarding of incoming SMTP mail to the adressee's
SMTP server.
