Error "The Internet Shortcut cannot be opened because failed to run"

Since a few days I got often but not always the error dialog popup when I click on certain Favorites in my IntExp 6.0
under Win000+SP4

All the years before I have never seen this error (even in the same software configuration).
So what can be the reason for this?

Surprisingly not all Favorites show this error. Only a few.

When I close IE and reopen it everything is fine. The same Favorite is now clickable as desired.
