Error "the application failed to initialize properly"

Upgraded from Antispyware Beta1 to Defender Beta2. The software seemed to
install just fine after I installed GDI+ (as instructed in the installation
process). The new version won't run on my Win2k machine. I get the error
"the application failed to initialize properly (0xc00001452). Click ok to
terminate the application". this occurrs everytime I try to run the defender
software. Thought it might have to be installed in an Administrator
account, but that made no difference. Why is this happening and how can I
fix it?

Be sure to copy the .dll file to %systemroot%\system32.

Yes that was done...... still no difference, same error
