"Error spawning midl.exe"

Does anybody know what this means?

MIDL.exe is the Microsoft IDL compiler. The message says that there was
a problem shelling out to that program (MIDL is typically used to create
type libraries for COM components although it can generate other file
types as well). Without having any other information, I'm afraid I
cannot help you much further.
