error reports

I get error reports when I open my explorer window and
just begin to start browsing...to my shame I can't say
that I have recorded (yet) the exact error but I am
wondering ...who is the error being reported to? The box
stating I have an error asks whether I want to report the
error or not....I always choose to report..but nothing
ever happens from there except another error somewhere
down the road...Is there a central reporting station
these are going to and can I get some help there?
