Unless this is a virus, it's a design of Microsoft, and
indicates you are running Windows XP. Microsoft has long
tracked problems in the operating system using Dr.
Watson, but now they've attempted to go one step further,
and when you have a problem, allow them to track it
immediately. Theoretically, if you send them an error
report, they can track it in a database, and discover if
it's a flaw in their system, and possibly improve their
software.

On the other hand, I'd not put it beyond a hacker to
imitate this message.

If you are closing an application by force, of it it's
closing itself unexpectedly, this is an error MS wants to
know about. This would generate this message, and is
legitimate.

If not, I'd update my scanning software.

Should you send or not? I do about 50% of the time, but
it's your call.

Tom.
