Error reading setup initialization file

I have tried to download the file setup file in different
folders i.e. in the programs folder and also on the
desktop. Still I keep getting the error. I work on the
windows 2000 advanced server. I am updated fully, I use the
automatic windows update function. I also have lavasoft
adware SE and spybot S&d (both free versions). Please
suggest me what to do.
 
Are you behind any kind of cache? Either a firewall and caching server on
your network, or a cache run by your ISP?

How about the TEMP folder--are there a large number of files there? If you
clear it out does it make a difference?

Are you an administrator on this machine?
