Welcome to the club. I've been having the same problem on
one of my machines for five weeks. I've installed,
uninstalled, repaired, tweaked, and checked many times
with no resolution. During the same five weeks I've also
worked through internal Microsoft channels for MVPs, and
not found a solution from that source either.

Just out of curiosity:
o Are you running Windows 2000?
o Did you install over a previous installtion of Office?
o Did you retain a previous version of FrontPage?
o Has anyone else solved this?

yes i am runnign win2k
i have previous version of office with FP2002
when i installed the FP2003 , i preserved the fp2002.
Now when i started fp2002 it asked me for the cd to
install some on demand files. And installed some of the
files.

I have no problem opening a disk based web. But when i am
opening a FPSE based web the error pops up.

please help me...

Here is the fix that worked for me. It took several levels of
escalation through Microsoft Support to find it.

1. Start Registry Editor.
2. Navigate to:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Shared Tools\
Web Server Extensions\Web Extender Client
3. Look for a value named "wecctlflags". If you find it, then either:
o Delete it, or
o Set its value to 0.

The wecctlflags Registry value is a diagnostic setting. If set to 2,
it tells FrontPage not to use portions of Internet Explorer when it
opens network connections. Instead, FrontPage uses its own network
DLL.

As it happens, FrontPage 2003 no longer includes its own network DLL.
A Registry setting of wecctlflags=2 therefore produces the message:

Cannot open DLL "stsnwi.dll"
