Error opening GPO

When I try to open a group policy object or Domain security/controller policy, I get an error "failed to open GPO. You may not have appropriate rights: The system cannot find the path specified". I opened the properties in the policies folder under system folder inside AD and added the administrator as I had removed it accidentally yesterday. After adding this user I still cannot open these utilities. This problem is duplicated on all servers in the domian. Do I need a reboot...?

Any help?

We have this same thing happening but ours is just one machine that is
having the problem and it is not a domain controller. We have tried taking
it out of the domain and putting it back in. Still working on that so I am
not sure if that will work. Can you get to the GPO from a desktop? Are the
GPOs still applying to machines?
