Error Opening File

When I try to open a XLS file by double clicking on the icon, I get a generic
looking message box with the text "Error Opeing File". I have tried
reassociating XLS files with Excel, doing an Office repair, running Excel
/regserver, and renaming the Excel registry keys under HKLM and HKLU. None
of these have worked. The version of Excel is 2003. The version number is
11.8120.8132. All critical updates have been applied. If I open Excel
first, I can open the files without any problem. This happens with all Excel
files. It seems to be user specific becuase if I log on as a different user,
I don't get the error. Any ideas?

Can you open the file whilst holding the control key and clicking Yes on the
question to open in safe mode?
