Error opening add/remove programs

When I try to open add/remove programs I get an error
message of 'Wrong Number of arguments or invalid property
assignment res://sp3res.dll/default.hta line:84' If I
contine on I am able to open the program list by clicking
the add/remove box on the left of the window. Any Ideas??
