Error on Paging file/virtual memory

I have an error message when I boot up telling me that
there was an error in the paging file so a temporary
paging file has been set up and is low on virtual
memory. It lets me log on, but the virtual memory error
keeps popping up. When I try to increase the size of the
virtual memory, it does not seem to save the changes and
the error persists. In addition to that, somehow, while
I have been trying to "fix" that problem, I have erased
the install file ??? I can't reinstall anything (or
uninstall for that matter) - any advice, anyone, PLEASE...
