error on downloading a game

i am trying to download simcity300 and i get a corrupt
cabinet message and cannot install
 
That's more than likely a fault with the file you are
trying to download. It may be incomplete. Check the
source you are trying to get it from.

Check the legality of this as well. I'm not sure if any
of the SimCity series have been released as free- or
abandon-ware.
