Error number -2147023569 when trying to change passwords in OWA

Greetings;

We're using Windows 2000 SP4. We're trying to change passwords from OWA and
received the following error (Error number -2147023569). I've read in a
previous postings that this may be related to a policy configuration. I've
checked the domain policy settings and we have it set password change a
minimum of 5 days and a maximum 60 days. I don't see a problem there. We've
met the policy before attempting to change the password. I've also read in
Google about referencing Win2k SP4 have modified how OWA password change
features switch to using ASP.

I'm lost! Can someone steer an old man to the right path?
