Error Mssg: Windows Sockets Initialization Failed - Help Please!!!!!!

I'm hoping someone can help me with this. I'm very frustrated at this point that I can't speak with a technician about a simple way of fixing this error message and I don't wanna pay out the ying yang for something that seems simple enough for me to do. Please correct me if I'm wrong. I have the instructions (article Q246727) provided by Microsoft in order to resolve this but it does not give details on how to even get to the Registry Editor.

To get to the registry you have to have administrative privileges. Go
to Start > Run > and then type 'regedit' without quotation marks. The
registry editor will appear, you can browse in it to the key you want
just like Windows explorer. Better make a backup going to File >
Export (putting the mouse on MyPC: so the whole registry gets backed
up) Then choose a place to export to.

Once you're in the key you want, it'll appear on the right pane, on
the left pane right-click on the key and choose 'delete.'

(If anything goes awry, you can rely on the copy you have previously
exported, just choose import and browse to the folder you put the copu
in and the registry will be restored.)

Click Communications, click Details, and then click to select the
Dial-Up Networking check box.
Click OK, and then click OK.
After you reinstall Dial-Up Networking, restart the computer.

Thanks for the info Roger,

I tried this at home last night and got stuck at the point of clicking on Add/Remove Programs. I don't get a Windows Setup tab. I've searched all over and I can't find it. On the left, I only get Chg/Rmv, Add New, and Add/Rmv tabs but no Windows Setup. What am I not doing? At the bottom of this article (Q246727) it does not list Microsoft Int. Exp. for Windows XP. Should I even be referring to this article in order to fix my problem?

I also received a set of instructions from Sony Support to troubleshoot the Internet Explorer browser. I was planning on trying that tonight too but if that doesn't work then I was gonna try the Recovery Disk for the Sony system. In the end, if none of these options works, then I will have to break down and call someone for help but only as a last resort.

Suggestions??????

Hi Faye,

So in the Add/Remove panel you don't get the option to Add/Remove
Windows components, the third one in the left? That's strange.

Before you use the Recovery Disk try to reinstall Internet Explorer.
The problem with this procedure is that you _must_have the XP retail
CD :-\

Anyway go to Windows Explorer > Tools > Folder Options > View. Check
where it says "Show all system and hidden folders."

Next in Windows Explorer, go to the folder C:\Windows\inf (Assuming
C: is the drive where you installed Windows XP).

Then go to the file 'ie.inf' right-click on it and choose 'Install.'
This should reinstall Internet Explorer, it might ask for the windows
XP CD, just tell it to go on.
