error msg "program not responding"

I am constantly getting an error message that states that the program is not
responding. I get it mostly while I am surfing the net. ANy suggestions?
Do I need to re-load windows?

All the message means is that any interactions between the
host system and the remote system has been interrupted. It
has more to do with the internet conditions rather than of
Windows.

What program, your browser? You haven't given us enough information to
get focused help. All you've basically told is "it's broken".
