error msg for accompat.txt

i keep getting msgs, when i try to install an application, i jus get error msg related to accompat.txt files from a
WER--.tmp.dir folder?
this has stopped me installing nay profgrams from disc/net
as it cannot open the

should i try system reestore to earlier date?
