Error moving folders to .pst

When trying to move folders located under the users mailbox in Outlook
2000/Exchange 5.5 to a .pst on the local drive, receive error...

Unable to delete this folder, check permissions to the folder.

This is a folder that the user created under their own mailbox. Any ideas?
 
Empty the Deleted Items folder first and try again.

Well of course double check them on the mailserver.

Can you copy the folder to the pst-file instead of moving it?

On Exchange the everyone group has User permissions in the configuration container. I don't know what other permissions to check or add there.

When I tried to copy instead of move I receive error..

Can't copy folder. A top-level folder can't be copied to one of its subfolders. Or, you may not have appropriate permissions for the folder. Check your permissions.

The permissions to the folder are: Default None. But I receive same error if I add myself as owner. Cannot remove the default

This indicates that you are not trying to copy from the Exchange server to a
local PST. Are you sure you're trying to copy to a distinct PST?
 
Yes I am sure. I even deleted the one I was trying to move the data to initiallu and created a new one through tools, services. I know that my mailbox is functioning properly on the server because I am still receiving email. Other users are having the same problem which makes me think that the cause is in a central location. Any more ideas

Do you have teamfolders configured as well? You can also use exmerge on the
Exchange server to export the whole mailbox to a pst-file.
