Error messege when clicking on Internet Options

I am logged in as the system administrator, however when I try to access
Internet Options... in the Tools menu of Internet Explorer 6.0 SP 2, a box
pops up called 'Restrictions' and says the following:
"The operation has been canceled due to restrictions in effect on this
computer. Please contact your system administrator."

While searching for a solution, I was dirrected to this site:

I tried locating these registry entries, using Regalyzer, as dirreted by the
Microsoft support page:
HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet
Explorer\Restrictions and
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions

HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet
Explorer\Toolbars\Restrictions registry key

However in the first key, the listing for 'Internet Explorer' not seem to
exist, and in the second key, 'Restrictions' does not exist. Perhaps the
problem is that the microsoft support site seems to be for IE SP1, because I
have IE SP2?

Any help will be greatly appreciated.

I am currently running IE 6.0 SP 2 on windows XP SP 1 and I am logged in as
the system Administrator.

After downloading the Google Toolbar, I suddenly lost the ability to access
Internet Options... in the Tools drop-down. When I try clicking on Internet
Options..., a box pops up called "Restrictions" and states the following:

"The operation has been canceled due to restrictions in effect on this
computer. Please contact your system administrator."

I emailed Google.toolbar about my problem and they gave me a link to this
site:

I use a program called Regalyzer to view and edit my registry, however the
problem is that there is no "\Internet Explorer\Restrictions" in the key
listing as stated on the Microsoft support site. There is an Outlook Express,
but no Internet Explorer. In the second key listed by Microsoft support,
there is no "\Restrictions" in the \Toolbars key. It simply does not exist!
The only thing I can think of that might be causing these keys to be
misplaced is that I'm using SP 2 and that troubleshooting faq is for SP 1.

So my question is, does anyone know the correct registry keys I should edit
in SP 2 to regain access to my Internet Options...?
 
Use Regedit.exe and search for NoBrowserOptions and remove it.
It is most likely to be here (but not necessarily)
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Restrictions
If you are unfamiliar with Regedit, then ensure you know how to
restore your Registry in case of error and it is a good to export any
key before deleting.

You might try this snippet from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel" '

I did, and that was the problem. Thank you so much Alan for helping me
figure out this problem by showing me Mike Burgess solution. I sure am glad
that you recognized the registry editing program I'm using as the same from
the creator of SpybotSD, otherwise I might have been trying different
registry solutions for days! Thanks again.
