You have a program that launches at startup that tries to use an online
connection. The online connection is not available and a socket error is
the result. It may be a program that you have configured in this manner, a
program that has this setting as a default and it needs to be changed or
you have picked up spyware or a virus that is trying to go online at
startup.
Scan the system with an antivirus program that has current virus
definitions installed. Also scan for adware, spyware etc.

When you've eliminated "unwanteds" and if the error still appears, check
your startup programs (start> Run> Msconfig) to locate which one is trying
to go online right at startup. Use the check boxes to aid in a process of
elimination until you find which program is doing this. Then open the main
program and change its settings.
