Error message

DWhile trying to open a web page I got he following error message
Error Occurred While Processing Request
Error Diagnostic Infromation
An error occurred while attempting to establish a connection to the service
Thge most likely cause of this problem is that the service is not currently
running. You can use 'Services' Control Panel to verify that the service is
running and to restart it if necessary.
Windows NT errot number 2 occurred

My first problem or question is "What is a service and who is responsible
for it, me or some ubiquitous internet person out there somewhere?'
If it is me how do I find the Services Control Panel and what do I do to it?

The bottom line question is how do I get on the web site?
I'd appreciate any good ideas from anyone.

If it is not me where do I turn?

The "service" in question is under your or the computer's control. Normally
the computer os handles them, but you can turn them on and off or set them
from automatic to manual. I don't know which service though; perhaps
someone will chime in with that. You sould try a Google search with "NT
error number 2 occurred", assuming that is the exact message you got; I see
a misspelling in it, so make sure you have it exact.

Have you turned any services off or set them to manual laterly? Or has
anyone else who uses your machine? If so, turn those back on. It sounds
like you didn't, but ... how about someone else?
 
Check your Event Viewer to see if there's any more info about the error there
(Start...Run...type in EVENTVWR.MSC and press Enter).
