Error message "You do not have access to make the required..."

I have recently attempted to download 2 new programs on my laptop. One was
Yahoo! toolbar and the most recent was Ad Adware by Lavasoft. During the
installation Wizard, I receive this error message: "You do not have access to
make the required system configuration modifications. Please return this
installation from an administrators account."
This is a personal laptop. I am the only user/administrator. I have set up
a user account for my brother however he has not used his account in 1.5
years so essentially my user is the only ID being used.
Can anyone please help me? (If you do have a response for me, PLEASE speak
in very simple language. I have read other posts and I am easily getting
confused. Thank you for your understanding.)

I think you replied to me on my question however when I attempt to read your
response, all that is visible is my original text with nothing else.
Can you please help me find a solution to this problem?
