Error Message with blue screen when booting system

Can someone help me with this please. When I turn on PC
it boots up to my desktop. Then a blue screen comes on
with flwg error message

Control Alt does not work. I must shut down pc by
depressing the off key on CPU for a time and I understand
turning PC off like this without properly shutting down is
not good on PC

I have a Dell Optiplex, with Windows 2000 Operating
System. Any help would be appreciated.
